註釋This analysis of welfare-to-work programs across Canada is based on findings from a larger study entitled "Welfare-to-work programs: a national inventory." It begins with discussion of the factors influencing changes in social assistance programs and the characteristics of restructured social welfare delivery systems. It then explores common themes and differences related to the design and implementation of current provincial welfare-to-work programs. Themes include program goals, mandatory versus voluntary participation, program eligibility and targeting, youth programs, the appeals process, accountability, case management, and increased reliance on the community. The final section raises some questions for discussion about these programs.
