The Commander-in-chief Desires to Call the Attention of the People of the Commonwealth to the Fact, that by Reason of the Great Reduction in the Numbers of the Volunteer Militia, the State Finds Itself at this Moment Without Any Adequate Organized Military Force Available for the Protection of the State, Or for the Maintenance of the Public Peace.
