註釋A new Paid Parental Leave (PPL) scheme was introduced into Australia on the 1st January 2011, which provides up to 18 weeks of Parental Leave Pay (PLP), paid at the National Minimum Wage, following the birth or adoption of a child in eligible families. An evaluation of the scheme has been commissioned, which will assess its implementation, effectiveness, and outcomes. This report presents findings for phase 3 of the evaluation, which measured the short-term and intermediate outcomes of the scheme and the extent to which the scheme is likely to meet its longer term objectives. Short term outcomes include the progress of the scheme and its operation since the Phase 2 study; intermediate outcomes include trends in new parents' leave-taking and duration of leave, and employers' experiences of and attitudes towards the scheme and any changes to their parental leave policies and practices. Data includes a two-wave longitudinal survey of eligible mothers who gave birth in late 2011, surveys and interviews with employees and employers, and administrative data. The evaluation will be concluded with Phase 4.
