註釋During the past decade, groundwork was laid for a policy of credible security and defense for European Union countries. To commemorate the tenth anniversary of the European Security and Defense Policy, in 2009, EUISS submitted a questionnaire to a group of specialists and policy makers to solicit their input and opinions concerning the future of European policy. The original edition of this book was published in English in July 2009. Afterwards, the entry into force of the Treaty of Lisbon and the launch of the process of creating the European service for external action resulted in a second, revised edition, published in October. The second edition sought to define Europe's long-term security and defence ambitions, concluding with a ten-point 'roadmap to 2020' based on the premise that the European Union needs to build both a robust civilian and military capacity on the foundations of what had already been achieved. This third edition, the French edition, has been further revised, and includes a new preface by Catherine Ashton, High Commissioner and Vice President of the European Union. Its focus remains on the future of the European Security and Defense Policy and surveys a wide range of issues which will continue: policy, analysis of challenges, strategy, partnerships, structures and response capabilities.
