註釋Current biofuels pose significant sustainability problems. Agricultural biofuels increase the level and volatility of food prices, with detrimental impacts on the food security of low-income food-importing countries. They also result in indirect land-use change, the emissions from which are significant. Biofuels are not a cost-effective means to reduce emissions from road transport. Meeting EU targets sustainably with current technologies is unlikely to be possible. UK biofuel policy may need to be modified. In its present form the RTFO may not be an appropriate instrument for achieving the RED target economically. Nor is the RTFO in its present form an appropriate instrument for achieving the RED target sustainably.
