註釋It is two years since the 'Patten Report' was published and last year the Police (Northern Ireland) Act 2000 was enacted. The purpose of this document is to set out how the implementation programme is being taken forward. It sets out, with specific target dates where possible, how the new arrangements will be brought into operation. It also signals the small minority of recommendations that can only be fully implemented when the security situation has further improved.
