註釋The many linkages between environmental policy and international trade continue to be debate. The study examines the issue of how to measure the effectiveness of Multilateral Environmental Agreements (MEAs). The publication focuses on three MEAs: the Basel Convention on the Control of the Transboundary Movements of Hazardous Waste and their Disposal, the Convention on International Trade in Endangered Species of Wild Fauna and Flora, and the Montreal Protocol on the Control of Substances that Deplete the Ozone Layer. It provides an overview of environmental indicators and environmental policy formulation. The publication offers a descriptive account of and commentary on the main provisions of the Basel Convention. It also outlines issues related to MEA coherence in the area of common environmental principals.
