Causes and Factors Hampering the Repatriation of Afghan Refugees - a Case Study of Two Camps in District Swabi (North West Frontier Province, Pakistan).
註釋This study aims at exploring the causes and factors, which hamper the repatriation of Afghan refugees to their country. This study was carried out in two different villages, i.e., Char Bagh and Ismaela in district Swabi, NWFP, Pakistan, where the camps of Afghan refugees are located. From households in Char Bagh 40 respondents and from Ismaela 20 respondents were randomly selected. This study revealed that in these two camps Pakhtoon tribe was in majority due to their linguistic relationship with the local people. The educational status of the sampled respondents was that majority from them were illiterate. Education to primary level has been got by 28% of the sampled respondents. The opportunity of visiting school beyond primary level was to them by Pakistan with the help of UNESCO and UNHCR. As far as migration of the sampled respondents is concerned, they migrated to Pakistan during Afhgan war when Russian Air Force bombed their villages and during the takeover of Kabul by freedom fighters in order to escape strict Islamic rules. It was reported that Afghans were mostly farmers because they were living in rural areas. Educated Afghan were mostly government employees or doing their businesses in the city. It was revealed from this study that the housing condition of the sampled respondents in Afghanistan was mostly destroyed or damaged by heavy Russian bombardment, which compelled them to migrate to Pakistan. Since they were unable to repair the houses due to poor economic condition and distrust on the present government, therefore, their repatriation to Afghanistan is not worth satisfactory. Not only due to poor economic condition and distrust on the present government but also due to profitable businesses in Pakistan, they are still reluctant to repatriate to Afghanistan. At the end this study recommendations are made to help encourage the repatriation of Afghan refugees to their country. It is recommended that peace in Afghanistan, and socio-economic activities should be speeded up. Job opportunities, facilities for health, education etc. should be provided to the masses so that more and more refugees can be repatriated.
