U.S. Army JAG School Oral History Interview Conducted with Rear Admiral (Ret.) Thomas E. Flynn
註釋Rear Admiral Thomas E. Flynn, Judge Advocate General's Corps, U.S. Navy, was born on 4 December 1934 in Flushing, New York. He is the son of the late Thomas E. Flynn and the late Irene Flynn. Rear Admiral Flynn graduated from Fordham University in New York City in 1956 with a Bachelor of Science degree in English and Speech (with honors). He received his Bachelor of Laws degree from Georgetown Law Center, Washington, D.C., in 1963. Rear Admiral Flynn was originally commissioned as an unrestricted line officer after completing Officer Candidate School in 1957. As a line officer, he graduated from the Aviation Ground Officer School in Jacksonville, Florida, and served as the Communications Officer and Administrative Division Officer at the Fleet Airborne Electronics Training Unit, Atlantic, in Norfolk, Virginia. While attending Georgetown Law Center, Rear Admiral Flynn was assigned to duty at the Naval Air Reserve Training Unit, Washington, D.C., and the Naval Air Station, Washington, D.C. After graduation from law school, Rear Admiral Flynn was designated a Law Specialist and attended the Naval School of Justice, from which he graduated with distinction. His first tour as a law specialist was at the District Legal Office, Twelfth Naval District, San Francisco, California. He served as the Staff Judge Advocate to Commander Fleet Air Alameda from 1967 to 1970. During that period, he served as counsel to the Board of Investigation into the USS Enterprise fire which occurred in 1969. From 1970 to 1973, Rear Admiral Flynn served as a legislative attorney in the Office of Legislative Affairs. He became Special Assistant (Legal Affairs) to the Assistant Secretary of the Navy (Manpower and Reserve Affairs) in 1973 and served in that capacity until 1976, when he was assigned as Special Counsel to the Secretary of the Navy. Following that assignment, Rear Admiral Flynn became the Deputy Assistant Judge Advocate General for Litigation. In that capacity, he personally participated in extensive litigation over the Navy's continued use of Vieques and Kahoolawe as bombing ranges. In June of 1981 he became the Acting Assistant Judge Advocate General (Civil Law). On 1 October 1982, Rear Admiral Flynn was promoted to his present grade and assumed the position of Deputy Judge Advocate General of the Navy. He was appointed Judge Advocate General of the Navy on 1 November 1984. Rear Admiral Flynn is a member of the bar of the Supreme Court of the United States, the United States Circuit Court of Appeals for the District of Columbia, and the United States Court of Military Appeals. He is a member of the District of Columbia Bar Association, the American Bar Association, the Federal Bar Association, and the Judge Advocate Association. Rear Admiral Flynn has been awarded the Legion of Merit, the Meritorious Service Medal, the Navy Achievement Medal, and the National Defense Service Medal. Rear Admiral Flynn is married to the former Mary Ann Ward of Saddle Brook, New Jersey, and they have three children, Merri, (a Lieutenant serving on active duty in the Judge Advocate General's Corps), Peter, and Christopher.
