註釋Following the political depression after the temporary failing of the EU constitution, the paper lays down a sustainable growth strategy consisting of Innovation, Internalization of Externalities, and Integration - called "Triple I." Looking forward towards measures to be taken, the paper also explores the frontiers for a partnership between the public and the private sector: i) Increasing resource productivity, lowering residual cost for raw materials; ii) Energy integration; iii) Urban mobility services; and iv) Tradable emission permits. Finally, some conclusions towards the future of Europe are drawn.
