It proposes action on four fronts: creating opportunities for all Canadians, with a focus on early learning, post-secondary education, skilled work, inclusiveness for labour force participation, and closing the gap for Aboriginal peoples; advancing an innovative economy, including action in the areas of university-based research, private sector research & development and technology adoption, and commercialization of new technologies; positioning Canada at the centre of global commerce & networks, focussing on supporting open markets, foreign direct investment, global business networks, and world-class transportation & communication gateways; and building the right investment environment via maintaining Canada's fiscal advantage, improving tax system competitiveness, promoting efficient regulations & financial markets, improving government productivity, and promoting energy efficiency & environmental sustainability.
