The Committee's report focuses on the importance of setting clear objectives and effective evaluation for enterprise support schemes, whether at UK or EU level. Conclusions reached include that any action plan based on the Green Paper must be preceded by a thorough analysis of the evaluations currently being carried out by the European Commission; as well as the need for clear, measurable objectives being established before policies are launched; and for monitoring and evaluation information collection defined and built into the programme design.
