註釋 The general objective of the Resolution VII.9 describes a range of actions designed to allow the Convention "to raise awareness of wetland values and functions throughout the world and at all levels". The three operational objectives refer to: an international programme of education and public awareness; national programmes of education and public awareness; and the communication activities of the Convention, and in particular the Ramsar Bureau. In developing the Annex to Resolution VII.9, which forms the basis of this handbook, the same three areas were considered in an integrated way and guidelines were developed to assist Contracting Parties in taking a strategic and structured approach to communication, education and public awareness as a mechanism for promoting the conservation and wise use of wetlands. In this handbook, additional materials supplement the original text of the Annex as adopted by COP7 and they have been included to illustrate some of the principles and concepts contained within the Annex.
