This report documents a research program begun in 1975, by an interdisciplinary team of researchers California. The research was initiated Applied to National Needs (RANN) Program at the University of Southern by a grant from the Research of the National Science Foundation(Grant No. ATR75-18279). Although the National Science Foundation provided the primary funding for the research, the responsibility for the results and opinions expressed herein rest solely with the authors. The contents of the report do not necessarily reflect the views either of the National Science Foundation or the University of Southern California. Because of the diversity of factors which influence the innovation of a technology as potentially pervasive as a new energy technology, it was clear that an interdisciplinary approach was required for an analysis of potential incentives for increasing the rate of technological innovation.
