Part I of the report provides a brief background to th changes and the increasing support for a new approach to the planning and management of cities. It identifies community, equity, self-determination, integration, balance and diversity as essential principles of a sustainable urban development plan. Part I suggests that more coordination, cooperation and partnerships are necessary between governments, businesses, non-governmental organizations and communities in the management of cities. The second part of the report provides a comprehensive and concise synthesis of local activities which address environmental concerns. These activities include programmes and policies which address specific environmental issues like atmospheric change, waste management and reduction, water quality, energy conservation, and urban forestry. It also identifies the opportunities which local organisations use to effect change. These opportunities encompass a range of strategies and programs in administration and management, business development, information gathering, public involvement, society and culture, transportation, and land use and development.
