註釋The landmine crisis is not an unbeatable challenge. A complete ban on the production and use of landmines is within our grasp. It is a significant achievement as we come to the end of a century scarred by warfare and an unprecedent level of violence directed against civilians. The success of the International Campaign to Ban Landmines and the wealth of experience which has been gained by growing number of mine action agencies show that the problem can be solved. This report captures many of the insights and lessons which have been learned in recent years. Its findings, and the experiences documented in the four country case studies, add to the true nature of the landmine problem and how it can be effectively addressed. (adapted from the foreword).
