"The Social Scientist Team visited the Pennsylvania State University twice - December 15-16, 1988 and March 23-25, 1989 - for the purpose of 'participating in an external assessment of factors that impede progress toward realizing equity for underrepresented groups at Pennsylvania State.' The 'Team's Interim Report' was submitted in early March 1989 and published in the Pennsylvania State Intercom, volume 18, number 15, March 16, 1989, pp. 4-5. The second visit was organized and coordinated by the Pennsylvania State Student NAACP Chapter. The NAACP Chapter had felt that the timing of the first visit did not give the team enough of an opportunity to see the 'real' campus atmosphere or allow for enough time with African American students who had requested such a team visit in the first place. The Team's schedule therefore did include several meetings with African American Students including some students from the Altoona Campus and a tour of classes as well as other campus activities and facilities. The locations of meetings also differed in that many meetings were held at the Paul Robeson Cultural Center instead of in the offices of participating administrators, faculty, and staff persons. Between visits, incidents of racial intolerances occurred in February 1989 wherein five African American females were harrassed and accosted by ten white males in a car. Additionally, 'racist flyers' were sent to Undergraduate Student Government President Seth Williams and distributed on campus. Several student groups organized protests in State College and at several campus events; the State Attorney General's office initiated an investigation of racial incidents; and the University Administration, Faculty Senate, and the Board of Trustees issued statements and resolutions making it clear that they stood 'United Against Racism.'
