This report provides a comprehensive synthesis of literature documenting actual experiences or exploring potential new concepts concerned with parking-related policies & strategies which support & encourage transit usage, and which discourage the use of automobiles for commuter travel. The first part reviews the management of parking supply, including the establishment of requirements for new parking developments, restrictions on access to parking by commuters, and increased enforcement. The second part covers parking pricing policies & strategies, such as increasing parking fees, setting rates to encourage short-term use, establishing reduced rates for preferred vehicles, and economic disincentives or taxes to modify parking demand. The final part reviews travel allowances and policies related to employer-provided parking. The appendix includes annotated reviews of individual articles or reports.
