The Access of Mercosur Exports to the Single Market
註釋The European Union and the Mercosur are actually negotiating an inter-regional Free Trade Area, even though the conditions of access of Latin American products to European market are relatively restrictive. In a matter of fact, the European Union's Commercial Policy is very discriminatory and is not favorable to Mercosur exports. This explains, in addition to the Mercosur exports composition, the weak trade volume between the two regions relative to trade between the EU and its other partners. Half of Mercosur exports to the European Union come from agricultural products (processed or not), which are strongly protected in the EU and the world trade is not very dynamic. In this paper, we show how protected are European imports from Mercosur using both tariff and non-tariff barriers indicators. In a second step, we use a disaggregated gravitational approach to measure the impacts of tariff and non tariff barriers on bilateral trade between the EU and 92 of its partners. This gives us the sensitivity of European imports to trade protection and allow us to identify which products are most likely to present untapped trade potential in the case of a bilateral trade liberalization.
