The analyses in this dissertation empirically explore the repercussions of different institutional reforms in Germany using sub-national data. It exploits different institutional innovations implemented by the German federal states on its municipalities and study how these reforms - fiscal oversight, accrual accounting, policy adjustments to budget shocks - translated into different fiscal outcomes at the local level.
