註釋This report outlines the existing land-use planning and environmental assessment process in Ontario; describes various problems in the current system; presents some general principles that could be used to better integrate environmental considerations into land-use planning in a fair and consistent way; and concludes that although a comprehensive public inquiry is needed to study and consult on the issues before any recommendations can be made to government on whether and how a fully integrated system could be developed, there are some modest reforms which could be implemented now.
