There is no question that high unemployment is a major social problem, but zero unemployment is neither feasible nor a desirable object for poicy. In fact, it is natural and acceptable that some workers are unemployed between different jobs. For example, when one waiter is dismisses or unemployed, due to his restaurant employer loses business or another waiter is employed different reasons . Then, he spends more six months to seek the same waiter job, but he still can not find any same job easily. Then, he chooses to learn any similar waiter service skills, e.g. hotel waiter service skill. He needs to spend another six months to lean the new hotel waiter service and attitude knowledge, because restaurant waiter service skil is very diffeent to hotel waiter service skill need. He needs to learn how to serve hotel restaurant clients. Thus, in this year unemployment minimum period, it includes the six months seeling restaurant waiter job period and another six months learning hotel waiter job learing period, this restaurant waiter unemployed worker won;t earn any salary in this year. It means that long-term unemployment period to this career seeker. Also, it is rational for this restaurant waiter unemployed worker not to take the first restaurant waiter job, he can get, but to attempt to learn hotel restaurant waiter service knowledge to wait for a hotel restaurant waiter job employment in possible, where he can use his specific competence and be rewarded for this with a reasonable waiter occupation wage. If this restaurant unemployed waiter was occasionally unemployed for a few weeks between jobs, this is not necessarily a big social problem. The really serious socal problem occurs when workers are stuck in unemployment for many months or even years, such as this restaurant unemployed waiter case, he has one year unemployment period at least. It includes, the six months without salary restaurant waiter job search period and another six months without hotel restuarant waiter learning period. Moreover, he also need to pay tuition for this hotel restaurant waiter course as well as he also needs to pass the practice and paper test of hotel restaurant waiter course in order to earn this certificate of their hotel restaurant waiter occupation and he can find any hotel restaurant waiter job more easy. I believe that the answer is depended that how long in typical worker will be unemployed. To see what determines the expected duration of unemployment, assume for simplicity that workers who find a job in a particular month start working at the end of that month, so that all workers who become unemployed remain unemployed for least one month. So, the duration of unemployment depends on three factors as well as these three factors can influence any unemployed workers choose to do crime behaviors in society more easily.
