The Economic Impacts of U.S. Recycled Fibre Content Legislation on the Canadian Newsprint Industry
註釋Starting in 1989, various US states began to impose recycled-content requirements on newsprint used in newspapers in order to address a perceived landfill crisis. Since Canada exports a large proportion of its newsprint production to the United States, this has meant a significant shift in its major market for newsprint. In this report, the North American Pulp and Paper Model is used to analyze the regional impacts of mandatory newsprint recycled-content regulations on North American pulp and paper producers. The model is used to project industry and market developments given the actual capacity expansion decisions (new de-inking facilities) that have been taken. The long-term impact of the industry response is projected, and the model is also employed to compare the actual adoption rates of de-inking technology with those under a hypothetical situation where there is no legislation and the industry responds to market forces only.
