註釋The dissertation analyses how the mode of EU negotiations is influenced by actors' preferences. It poses the question when we have intergovernmental and when supranational modes of negotiations and why. The causal framework establishes that there is a causal link between mode of negotiations (the dependent variable) and actors' preferences (the independent variable) in the context of the formal and informal rules. It postulates that congruence of preferences among member states and supranational actors leads to a supranational mode of negotiations. On the other hand, in cases when there is a perceived threat to the vital national interests of a particular member state(s), the intergovernmental mode of negotiations will apply. This hypothesis is tested on the case of Slovenia's accession negotiations of chapters environments and free movement of persons.
