註釋Extract: The purpose of this report is to explain several improvements to the conventional analysis of storm drainage projects. The intent of these improvements is to increase the efficiency of public expenditures on storm drainage. The improvements proposed are well grounded in the economic theory of cost-benefit analysis and are not radical ideas, but simply represent corrections of deficiencies in many present evaluations.
