The goal of the Tsars in their Jewish policy between 1800-1881 was not so much to emancipate the Jews but to reshape their social structure. Official doctrine regarded the Jews as an unproductive element, dangerous for the agrarian Russian society. From the 1880s on, when rapid industrialization began, a specific conservative antisemitism emerged in Russia. The conservatives, mainly landed nobility, feared that reform would create a new ruling class of the urban and rural bourgeoisie which would shake their political supremacy and destroy the reactionary society which they cherished. They identified this new class and the modernization process with the Jews. They used antisemitism as a tool in their struggle against modernization, succeeding in mobilizing the masses for their cause. Contends that the pogroms of 1881-82 and 1905-06 were not organized by the authorities but were launched by local conservatives and, at best, by local administrations which were largely against reform.
