Results showed the amount of transborder freight traffic included large percentage of hazardous materials and highlighted the dangers these posed especially at crossing points. Other cities were found to be struggling with the problem because of inadequate resources and a dearth of governmental support. The plan suggested for El Paso/Juarez covered all major factors identified. Successfully dealing with all contingencies proved unlikely if not unfeasible due to the numerous obstacles working against the goals listed in the plan. Recommendations included having first responders continue seeking joint training and communication links with the sister city. Also, avenues for convincing local elected officials were options needing continuous attention. The need for further research also was recommended.
