The requirement for public participation in the preparation of development plans was introduced in the Town and Country Planning Act of 1968. The policy environment within which planning and development processes operate is therefore conducive to public involvement. In recent years, there has been a growing awareness of the need to examine the nature of the interactions, and of the effects of community involvement on the operation of the development process; in particular the contribution it might make to resolving conflicts. The objectives of the research for this report were to examine the various approaches to community involvement in planning and development processes; to evaluate the effectiveness of the different approaches to community involvement; and to identify good practice principles for involving communities in the development process.
