It was commissioned by the New Zealand Ministry of Education following identification of the following issues: limited quality data on middle schooling outcomes in New Zealand; the need to develop an evidence base to inform decisions and policy development in relation to middle schooling; the need to ensure that decisions are informed by the best evidence about effective curriculum and pedagogical approaches in the middle years of schooling; and the need for a coherent, coordinated approach to establishing and generating an evidence base related to middle schooling, including options for wider research on early adolescent education in the middle years.
