This report investigates what is known about the placement and outcomes of siblings in foster care. It reviews the international literature on the factors associated with the decision to place children together with - or apart from - siblings, and considers the evidence on a range of outcomes for joint or separate foster placements. The findings - largely from the U.S. and Australia - support current British legislation that places a duty on Local Authorities to accommodate siblings together in care where possible. Since this is not happening in practice for a significant minority of cases, the report concludes with recommendations for policy, practice, and further research.
