A Study Approach to Determining the Feasibility and Operational Characteristics of a National Expedient Shelter Program
註釋The National Fallout Shelter Survey has indicated a significant deficit in the nation's present capability of protecting the total population from fallout in a nuclear war. It may be desirable, therefore, to have throughout the nation a reliable standby capability to create additional shelter in a relatively short period of time. The Office of Civil Defense (OCD) has requested the U.S. Army, Corps of Engineers to determine the feasibility of creating such a standby capability for building expedient shelter. This memorandum report discusses a study approach to determine the feasibility and operational characteristics of a national expedient shelter program. Some past studies of expedient shelter discuss "improvised shelter"--Shelter that comes from the improvement of existing buildings through group action using standby materials and equipment.
