Black Proteus (Proteus anguinus parkelj), the subspecies ofProteus anguinus, was found at the spring of the Jelševniščica in Bela Krajina (a region in southern Slovenia) in 1990. In 1992 the area was temporary proclaimed a natural monument for the period of one year. today the protected area remains a concept that has not gone through the formal procedure yet. The site is not managed by its owners, nor by any other organisation or government authority. this study is a review of all available studies and past activities, and it also contains additional information concerning the owner and state institutions. The present state, evaluation and vision for the area presented. Proposed objectives for protection and its implementation are related to the preservation of the habitat. Proposed measures concern protection of the environmental and natural features. Work programmes for some necessary activities and potential resources are presented. Finally, some guidelines and suggestions for further management are proposed.
