註釋This report covers the papers presented at the Norwegian Refugee Council's Nordic NGO Seminar on refugees in the Middle East, held at Oslo in March 1993. The seminar focused on the Palestinian refugee situation. The 15 resource persons invited to the seminar addressed the three main themes of traditional NGO involvement - the search for reconciliation and peace, human rights issues and humanitarian assistance. Particular topics covered include the conflicting agendas of donors and the enforcement of international law in Palestine, the resettlement of Palestinian refugees in Lebanon and the deportation of 400 Palestinians which was threatening peace talks at the time. Resource persons from Israel and Palestine were joined by speakers from Lebanon, as it was hoped that the Lebanese experience might offer some pointers to encourage all-important dialogue between the conflicting parties.
