註釋The purpose of this exploratory report is to examine the relationship between crime & gambling and to provide a preliminary review of the extent to which gambling in western Canada affects law enforcement agencies, provincial gaming regulatory bodies, and the criminal justice system. The investigation centres on three aspects of the gambling & crime nexus: illegal gambling, crimes associated with legal gambling, and crimes committed by pathological or problem gamblers. Specifically, the report focusses on the evolution of Canadian law pertaining to gambling, the amount & types of legal & illegal gambling currently available in western Canada, and criminal behaviour linked to gambling. It also examines how gambling-related crime is monitored & enforced by law enforcement agencies and addressed by the justice system. The report concludes by examining the public policy implications of the findings presented.
