The expansion and updating of this report drew primarily on parliamentary support activities of the Congressional Research Service of the Library of Congress scheduled to end in 1996. Through the period 1991-1995, major support for activities described in the current volume came from assistance to new parliaments mandated by the U.S. Congress and funded through the U.S. Agency for International Development. The Congressional Research Service conducted programs for members of the parliaments in Estonia, Lithuania, Ukraine, and Bulgaria during the six-year period. Parliamentary staff from countries throughout Eastern and Central Europe participated in training programs in Washington, D.C., that were designed to strengthen their skills and deepen their knowledge of the market economy. Economic forums for member countries and European parliamentary conferences were held on a regular basis, addressing direct parliamentary needs, along with assistance and attention to executive agencies of states in transition.
