Abstract: This research project examines the financing operations of the International Monetary Fund (IMF) taking specifically into account its core mandate for surveillance over the international monetary and financial system. The paper argues that the IMF and other international intergovernmental organizations should be seen as keepers of global collective goods. As such, they should be held to the same standards of accountability within the international community as public-sector institutions are within domestic societies. In a similar vein, evaluations of these organizations must clearly take into account the purposes for which they were created and the mandates given to them by member states. It also argues that the staffs of international intergovernmental organizations should be seen as semi-autonomous epistemic communities entrusted to act within policy parameters established by their memberships. From the perspective of surveillance, the paper finds that the IMF can be seen as an effective public institution. The allocation of its resources has been driven largely by its responsibility to ensure overall stability in the international system of payments and trade. Nevertheless, important policy questions remain concerning whether some states should be protected as "too big to fail" within the global financial system and whether--or the extent to which--the institution and/or its members should be held to higher standards of accountability with respect to the implementation of IMF-supported programs
