The Employment Equity Act of 1996 requires that a comprehensive review of its provisions & operation shall be undertaken every five years. This report is designed to assist members of the Standing Committee in that review. It begins with an overview of the development of employment equity, the original (1986) version of the Act, and the steps leading to the 1996 version. It then briefly reviews employment equity legislation & policies in other jurisdictions and the key roles & responsibilities of key players under the Act. This is followed by: an examination of economic benefits to Canada's productivity & corporate profitability, and of the links between employment equity & major social programs; a comparison of employment equity in federally regulated private-sector employers and the federal public service; and summaries of comments expressed during consultations with stakeholders. Finally, the report outlines some of the difficulties experienced in the administration & implementation of the employment equity program. Appendices include an annotated copy of the Act, highlights of employment equity data, and a report on women & minority groups in the Canadian labour market.
