Controls Still Needed on High Technology Exports to the U.S.S.R.
註釋The Bush Administration is facing extraordinary pressure from business interests, large blocs in Congress, and even from allied governments to abandon nearly all restrictions on the export of advanced technologies to the Soviet Union and other Warsaw Pact nations. Resisting these pressures and maintaining a credible program for restricting the flow of militarily significant technologies to the U.S.S.R is necessary if the U.S. wishes to maintain its global military technology advantage.
