He believed that such a league will come into being because "there is a real Society of Nations, that...grew up by a gradual process of evolution which can be followed historically,...and was on the point of developing certain much needed judicial and legislative organs when the present war brought about a crisis in its life....": Introduction vi. After tracing its evolution and explaining how the war was a result of deviations from its proper path, Lawrence offers a set of proposals to create a successful league.
