註釋. This study aims to determine the extent of the implementation of cooperative principles. The analysis model uses descriptive statistics with the factor analysis and index methods using panel data, namely Co-op Principles Implementing Index (CPII). This research reveals that the performance of cooperatives belonging to the "moderate" level category in applying cooperative principles causes cooperatives not to be fully capable as a people's economic force in Indonesia. The CU Co-op and Rural Unit Co-op are the best performers in implementing cooperative principles. The main area for improvement in implementing cooperative principles is cooperative education and cooperation between cooperatives. Therefore, cooperatives must continuously improve the quality of implementing cooperative principles that focus on cooperative education and cooperation between cooperative principles. The quality improvement target of Indonesia's national strategy amounts to 66,931 cooperatives. The government should form a Cooperative Principle Supervisory Commission as a guarantor instrument for implementing cooperative principles.
