This report presents findings regarding the claim of the 'Namgis First Nation and their reserve on Cormorant Island, British Columbia. After an introduction on the claim and the government's claims policy, part II provides a detailed examination of the historical background related to the claim, based on documentary evidence, an information gathering session, and written submissions. Parts III-IV set out the issues considered in determining the validity of the claim and the analysis of the issues. The issues considered relate to whether Canada owes an outstanding obligation to the First Nation. The final section contains a summary of findings on specific legal & factual issues along with a recommendation regarding acceptance of the claim for negotiation under the Specific Claims Policy.
