註釋This report was prepared by forensic accountants for use by the commission of inquiry (known as the Gomery Commission) into federal sponsorship & advertising programs that began in 1994-95 in the advertising section of Public Works & Government Services Canada. The accountants' tasks included identification of the government's sources of funds for these programs, analysis of funds committed by the government with respect to sponsorship & advertising expenditures, and analysis of funds received & their related uses by the communication & advertising agencies contracted by the government under those programs. After introductory sections on the scope of the report & the investigation, forensic audit findings are summarized with respect to the source & use of special program & sponsorship funds, the advertising contracts, and the communication agencies (their selection, cash flow, payments, & contract management). The remainder of the report contains detailed findings related to the special program & sponsorship contracts, the advertising funds & contracts, and the individual communications firms involved. Appendices include a sample subpoena used in the investigation, information on the document review & analysis process used in the audit, and details of the sponsorship events examined in the inquiry.
