Reviewing the SPS Agreement
註釋Sanitary and phytosanitary measures are increasingly important in the international trade of agricultural products. They are implemented to ensure that food is safe for consumers, and to prevent the spread of pests or diseases among animals and plants. But they may also be used as protectionist devices to keep foreign competitors out. The SPS Agreement of the WTO has been created in order to distinguish between these two functions of SPS measures and to rule the latter out. This paper evaluates the Agreement from the viewpoint of developing countries.
