Case studies, interviews, letters, and nationwide questionnaire responses from hundreds of administrators constitute the data for this report. The first chapter discusses the meaning of and the reasons for staff development; the effect of staff development on school and community; the increasing role of teachers, principals, and school boards; the conditions for staff development; and the elements of the most effective programs. The second chapter considers the expansion of staff development; the process is intended not only for teachers, but for all practitioners. The expansion also includes the range of content, the number of sites, the amount of time, and the number of people to direct the programs. Chapter 3 examines the options available to school districts to advance staff improvement. Other concerns associated with staff development covered in subsequent chapters are the effectiveness of inservice training; needs assessment to gain board support; the professional growth of principals and their collaboration with teachers; the technical training of support staff; the inservice training of board members; the professional growth of administrators; the atmosphere of inservice sessions; and the evaluation of the staff development process.
