註釋The Finnish population will age more rapidly over the next 25 years than in most other OECD countries, with the numbers aged 65 years or older likely to increase from 15 per cent in the year 2000 to 25 per cent by 2025. These population ageing trends are likely to result in labour shortages which could adversely impact on production levels, as well as straining public expenditures which are already relatively high by OECD standards. The report finds that Finland will need to reverse the trend towards early retirement if it is to meet these challenges, and recommends a number of measures to achieve this aim, including reforming pensions and income support arrangements; removing barriers to employment of older workers and improving their employability through lifelong learning strategies.
