The City of Calgary has begun a project, called GoPlan, to develop a new transportation plan. This working paper discusses the different methods that can be used to evaluate future alternative transportation scenarios. The paper describes an evaluation methodology, the important objectives in distinguishing between transportation alternatives, the need for an evaluation methodology, the basic evaluation methodologies available, and factors to consider in choosing an evaluation approach.
