In 2004, the Consortium on Chicago School Research (CCSR) provided The Chicago Public Education Fund (The Fund) with an initial look at the performance of Leadership and Urban Network for Chicago (LAUNCH) and principals and teachers certified by the National Board for Professional Teaching Standards (NBPTS), two leadership programs that were just becoming established in Chicago. The aim of this evaluation is to provide information for continued program improvement. Previous findings are updated and New Leaders for New Schools (NLNS), a more recently initiated principal training program, is examined. Results are based on data from the annual compilation of test scores and the biannual surveys conducted by CCSR. Overall, comparisons between LAUNCH, NLNS, and comparably experienced principals show a small number of significant differences. Given an average tenure of three years for LAUNCH principals and a year and a half for NLNS principals, it may be too soon to detect differences in such outcomes as organizational climate and student learning gains. Suggestions for future work are described in an interpretive summary.
