Since 2001,State has constructed 52 newembassy compounds (NECs) underthis program, and moved over21,000 U.S. government personnelinto more secure and safe facilities.GAO was asked to examine (1) theextent to which new facilitiesmatch the space and functionalityneeds of overseas missions andState's actions to address spaceand functionality challenges; and(2) operations and maintenancechallenges at these new facilitiesand State's steps to address them.GAO analyzed staffing data andother documentation for 44 NECsbuilt from 2001 to 2009 andinterviewed State headquarters andembassy officials at 22 of these 44NECs to obtain information ontheir functionality and operationsand maintenance issues.
