The report of the Quality of Education Review Committee (QERC) is due to be released by the Commonwealth Minister for Education in May 1985. This paper considers why and how the Committee came to be established and some of the broader implications of the issues raised. The paper, which is based on information obtained from interviews and official documents, canvasses the possibility that the idea of the inquiry originated not with the Minister for Education but with Cabinet colleagues. It is suggested that the proposal arose as a response to Cabinet's being forced to accept a commitment to significant long term increases in grants to states for schools at a time of budget restraint, low growth in pupil numbers and high school leaver unemployment. It is suggested further that the main reason for Cabinet's accepting this commitment was not so much its members' belief in the social value of increased educational outlays but their desire to defuse a politically volatile struggle between educational interest groups prior to the impending federal election of December 1984.
