This paper examines the problems and the transportation needs of Third World countries, notably landlocked countries. The Canadian response is then examined with particular attention to the characteristics, the evolution and the magnitude of transportation aid. The article concludes with an evaluation of the Canadian transportation aid policy in the context of recent policy changes.
